The last study published dates back to 1990, when the effects of reunification with mainland China had not yet been considered in terms of regional planning. The aim of the 2030 Study is therefore to position Hong Kong as a leading city in Asia by defining a long-term strategy in three stages: quality of life, economic competitiveness and links with the mainland.<\/p>\n

Ten major projects<\/h2>\n

The region, which includes Hong Kong, Guangzhou and Macau, has become a genuine regional urban hub, while socio-economic links with mainland China have become closer. This is why, in 2007, the number one government announced ten major projects for new infrastructure to strengthen these links. In short, these included the expansion of transport, road and rail networks in the Shenzhen and Pearl River delta regions, and the development of new building sites in Hong Kong to pave the way for \"sustainable development\" and a \"global city\".<\/p>\n

But how do you reconcile ecology, the watchword of current urban developments, with increased economic trade? In any case, it is hardly surprising that legislators fear that Hong Kong and Guangzhou will not be able to meet their targets for reducing pollutant emissions by 2010. Figures from the Environmental Protection Department (EPD) show that three of the four pollutants to be reduced have fallen by between 20 % and 55 % compared with 1997 levels. But sulphur dioxide emissions are still too high, up by 3 % on 1997, whereas a reduction of 40 % was expected. However, according to the China Morning Post, Environment Undersecretary Kitty Poon Kit remains confident. In January, she said that these figures would improve as soon as power stations, the main emitters of sulphur dioxide, had completed their desulphurisation and increased their use of natural gas and low-sulphur coal. A matter of a few months, it seems. Since August 2005, increasingly strict emission limits have been imposed on these power stations. \"To improve the quality of the environment and conserve our natural resources, we have set up an assessment system to choose the best development options, taking into account criteria such as water, air, noise, ecology, landscape, cultural heritage and energy\", explains the Planning Department spokesman. Indeed, measures to improve air quality are now aimed at achieving the figures set by the WHO. In ten years, the EPD has spent 23 billion Hong Kong dollars on air quality and waste and wastewater treatment. And while the issue of factories and power stations in the Guangzhou region remains very thorny, certain measures, such as the establishment of a Green Building Council in 2009 and the replacement of diesel vehicles with clean ones, are easier to take. In Hong Kong, most taxis and a growing number of private vehicles now run on liquefied petroleum gas.
