Of these, more than half have been completely closed to tourists since May 2020 or earlier.<\/em> \". Nevertheless, it adds, \"\u00a0<em>the majority of which are destinations for <strong>small island states<\/strong> in the development of<strong>Asia-Pacific<\/strong><\/em>\" . According to the UNWTO report, this region is the most restricted, with 70% of all destinations completely closed. Conversely, only <strong>13% destinations in Europe<\/strong> are in this situation, 20% in the Americas, 19% in Africa and 31% in the Middle East. Between May 2020 and June 2021, the number of closed destinations fell steadily, in contrast to countries that were partially open, or limited to a testing and quarantine process.<\/p>\n<blockquote><p>Four of the top 10 issuing markets continue to advise their nationals against travelling abroad for other than compelling reasons<\/p><\/blockquote>\n<p>Nevertheless, according to the UNWTO, the measures put in place by governments are still largely blocking the resumption of international travel: \" <em>global tourism will struggle to recover as long as governments maintain their warnings<\/em> \".
