For a long time, it was ranked behind Tokyo and New York, but the newspaper Estado de S\u00e3o Paulo has just published a study that would change the situation in favour of Brazil's economic capital. The story begins in 1994, when the Brazilian government finally adopted a stable currency. This made it possible, among other things, to buy American and European helicopters. Bell, the giant, came up with the idea of offering flying lessons in Portuguese. Quickly followed by<\/p>\n<p>by Eurocopter. It's a real success story, and one that can be measured today: of the 1,100 aircraft operating in Brazil, almost half of them roar over the skies of S\u00e3o Paulo, which has 420 heliports. \"However, we need to distinguish between genuine heliports - those with ground services, such as maintenance or the equipment needed to handle passengers and freight - and simple helipads, which are much more numerous and can be found on the roofs of hotel complexes, business centres, banks or private residences\", says Herv\u00e9 Coulomb, aviation attach\u00e9 at the S\u00e3o Paulo Economic Mission.<\/p>\n<h2>A THOUSAND FLIGHTS OVER THE CITY<\/h2>\n<p>For the uninitiated, the sky is the limit. Very congested. Less so than the roads, however, which become saturated every year with thousands more vehicles. In all, 20 million people and 6 million cars ply the roads of Greater S\u00e3o Paulo every day. There are still those, companies and individuals, who have the means to avoid getting bogged down in traffic jams and afford a helicopter. From sunrise to sunset, air traffic controllers sometimes count over a thousand flights over the megalopolis. Along Avenida Paulista and its office buildings, heliports go from rooftop to rooftop. \"For company directors, it's an invaluable time-saver\", says T\u00falio S. Brand\u00e3o, Sales Director at T\u00falio S. Brand\u00e3o. Brand\u00e3o, Sales Director at TAM Avia\u00e7\u00e3o Executiva, a new entity of the Brazilian company that provides helicopter transfers for its premium customers. The cost is high, around $2,000 an hour,\" he continues, \"but we offer rates by the quarter-hour, for example for home-airport transfers.\" These air charter services (Air Taxi, Helifly and now TAM Air Taxi) are becoming increasingly common, even though the majority of flights are still operated by private aircraft.<\/p>\n<p>This is how decision-makers and wealthy Paulists save time. But that's not all. Despite an impressive drop in the crime rate1, figures for the security market are on the rise. More than 30 % between 2007 and 2008, according to local press estimates. The reasons for this? A climate of paranoia fuelled by sensationalist programmes featuring urban violence, and a certain spread of a climate of fear2. In other words, everyone knows someone who knows someone... Helicopters - like cars with tinted windows, armoured vehicles or bodyguards - are therefore on the list of anti-aggression measures. It's worth noting that while the bodyguard remains a rare 'product', generally reserved for high society or short-term business travellers, it is in S\u00e3o Paulo that the French company Geos, European leader in corporate security, has set up its regional headquarters.<\/p>\n<h2>RISKS INVOLVED<\/h2>\n<p>Is it reasonable to flee the dangers, real or imagined, encountered on the ground for the uncertain safety of the skies? Because by clogging up the skies, helicopters risk becoming the source of a new urban peril, between the lack of slots when approaching airports, noise pollution and potential crashes. So much so that in 2004, an air traffic control centre specifically for helicopter traffic was set up to orchestrate the 55,000 to 70,000 flights a year. \"At weekends, 150 to 180 helicopters can be criss-crossing the skies over the greater urban area at the same time,\" says one pilot. A figure that does not prevent the aerial share of urban travel from continuing to climb. The ingenious Paulists will have to find other logistical subterfuges to manage their traffic jams.
