Since 2009, these additional services charged on top of tickets have generated billions in revenue for airlines. Last year, IdeaWorks estimated that the 150 airlines surveyed generated revenues of €18.4 billion. This was less than 5% of their operating revenues, but the amount was close to 50% of growth over one year, according to Amadeus, the sponsor of the study.1. "It's an evolution of the offer that is becoming fundamentalArnaud Debuchy, CEO for France. Especially as we are preparing to extend the distribution of these services via the GDS, and a number of European and international airlines are expected to join the movement." (see interview).

In terms of revenue generated, baggage policy fees are at the top of the list, particularly at United, Delta and American Airlines. But the range of ancillary fees is wide: paid snacks, priority boarding, seat selection, access to lounges, payment card fees, etc. In other words, a mixture of services hitherto included in the ticket price of "traditional" airlines, but all services which have already been billed - and for a long time - by low-cost airlines.

A clear link with low cost

"The link with the low-cost model is undeniable, and the development of these ancillary charges is primarily a reaction by traditional airlines to this competition, which is taking market share, including in business travel.says Jean-Marc Dandurand, director of the consultancy EPSA, after years at Amex France. Separating these services allows them to develop a more attractive ticket offer at basic prices, at least before adding the ancillary costs in question."The formula has proved its worth in restoring carrier margins, with the multiplication of services often billed at a few euros. Especially when the associated costs are virtually nil for the company, as with preferential placement.

"Airlines know from experience that business travellers will be receptive to fares that are ostensibly lower than those negotiated by their company. The proof is in the success of 'low fare' or restricted tickets, and the place they have taken in travel policies in just a few years, against the backdrop of the economic crisis."says Jean-Marc Dandurand. With one difference: the fundamentals of this slightly older trend are based on the principles of yield management, rather than those of low cost.

Prices under pressure

Underlying the development of low fare, and the announced development of ancillary fees, is the same pressure on prices. "There is no doubt that online booking tools are playing a key role in encouraging transparent price competition in the business travel sector."says Pierre-Emmanuel Tetaz, Concur's Regional Director for Europe. He adds that the logic of unbundling that structures these additional services is already operational in areas other than air travel. Particularly in car hire, with separate billing for insurance, airport surcharges or GPS... But also in the hotel industry, where billing for additional costs has long defied any attempt to control expenditure.

"With ancillary costs, we have the same problem of reconciling what was initially booked and the amount actually paid, the elements of which are more or less well identified and consolidated."adds Pierre-Emmanuel Tetaz. This is the key challenge for Concur's end-to-end solutions, which combine online booking and expense management.

But according to Jean-Marc Dandurand of EPSA, the analogy with the ancillary costs of an overnight stay in a hotel is not entirely valid. "Whether it's breakfast, wifi, car parking, a work room or airport shuttle, these services have developed from the outset as negotiating margins between buyers and hoteliers. As a result, their billing varies widely from one customer to another, which is clearly not the idea for new air services."he notes.

Ancillary costs thus borrow from several dynamics at work in business travel. The most obvious is the influence of the low-cost model, which is why traditional airlines are reluctant to be too explicit in their strategy. "It's not about copying low-cost airlines in every respect"says Jean-Marc Dandurand. The latter have developed on a direct internet distribution model, although some now rely on GDSs to reach business customers. On the other hand, to deliver on their promise of income, price or services - depending on your point of view - ancillary fees will need to have maximum visibility, and therefore very open distribution. Hence the need to mobilise all the links in the value chain, from the airline to the tool suppliers, via the GDSs and the agencies.

Article 1 of 2 in this dossier Special report - Ancillary costs: why will they increase?

Airlines are now offering services that are billed in addition to the price of the ticket.
