{"id":149955,"date":"2023-06-21T10:49:53","date_gmt":"2023-06-21T08:49:53","guid":{"rendered":"https:\/\/www.voyages-d-affaires.com\/?p=149955"},"modified":"2023-08-23T16:16:27","modified_gmt":"2023-08-23T14:16:27","slug":"interview-mohamed-saidil-moctar-niger","status":"publish","type":"post","link":"https:\/\/www.voyages-d-affaires.com\/en\/interview-mohamed-saidil-moctar-niger","title":{"rendered":"Interview: Mohamed Saidil Moctar, CEO of Niger's Agence Nationale de l'Economie des Conf\u00e9rences"},"content":{"rendered":"<h4 class=\"wp-block-heading\" id=\"h-pourriez-vous-revenir-sur-la-construction-assez-recente-d-une-offre-mice-au-niger\">Could you tell us more about the fairly recent development of a MICE offering in Niger?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>In 2019, Niger hosted the Conference of Heads of State and Government of the European Union.<strong>African Union<\/strong>. It was a gamble we took in 2015, a difficult gamble because the country had virtually no suitable infrastructure at the time. But when we asked to organise events in Niger, we were told that there was no infrastructure. And when we pushed for the construction of infrastructure, we were told that there were no events! The President (Editor's note: in 2015, the President of the Republic of Niger was Issoufou Mahamadou) therefore took the decision to <strong>breaking this vicious circle<\/strong>. By making this commitment to the Heads of State to host the African Union summit, we were necessarily going to <strong>give us the means to do so<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">How did this come about?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar -<\/strong> We have built a new airport, one of the finest in the sub-region, a modern hub that meets all international standards. We have built <strong>three five-star hotels<\/strong> (Radisson Blue, Bravia, NOOM), and the <strong>Mahatma Gandhi International Conference Centre<\/strong>which is also one of the most beautiful in the sub-region. We also renovated the <strong>Palais des Congr\u00e8s<\/strong> built a housing estate with <strong>presidential villas <\/strong>to welcome foreign heads of state. We have built 44 km of tarmac road with an expressway linking the airport to Niamey city centre, and we have <strong>trained 9,000 people <\/strong>These infrastructures were built with private players that we were able to convince, within the framework of public-private partnerships or direct investments. The government of Niger has not invested in construction, except for the renovation of the Palais des Congr\u00e8s, which is a state-owned structure. So we had to help these partners get a return on their investments, and help attract other investors to Niger. We have <strong>identified MICE as a major opportunity<\/strong> to make these infrastructures profitable. And this was rewarded in May when Niger joined the prestigious <strong>CICA classification<\/strong>We did not become a member until October 2021.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">So the end of the African Union summit did not mark the culmination of your ambitions in the MICE segment?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>The organisation of this Summit was a resounding success, unanimously acclaimed. But we couldn't stop there. We had to give ourselves the means to fulfil our ambitions. The President therefore decided to <strong>create an agency dedicated to this activity<\/strong>in January 2020: the<strong>National Agency for Conference Economics (ANEC)<\/strong>. The aim was to consolidate our achievements and become a MICE hub. ANEC is directly attached to the Presidency of the Republic, with a board of directors comprising all the ministers concerned, because we can't tackle this issue without an effective security policy, quality air services, a tourist and craft package to offer participants after their event... The agency's mission is therefore to make Niger a real hub for conferences by attracting many international events. It's also about putting the country in the spotlight, because there are a lot of preconceptions about Niger. When you go outside the French-speaking zone, people sometimes confuse us with Nigeria, for example. And the security environment is particular. So we had to bring people to Niger to put an end to prejudice. ANEC's activities also need to create jobs and generate income.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-quote\"><blockquote><p>nice hotels and a nice airport aren't enough without quality of service<\/p><\/blockquote><\/aside>\n\n\n\n<h4 class=\"wp-block-heading\">What are the next areas for improvement?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar -<\/strong> It's a question of having even more infrastructures of international standing, and of strengthening our capacities in terms of personnel. Beautiful hotels and a beautiful airport are not enough without quality of service. And despite our efforts and current hotel capacity, our infrastructure cannot meet the high demand from event organisers, because Niger has become a magnet for major international events.<br>That is why, at the end of May 2023, ANEC's Steering and Control Board, chaired by the President of the Republic's Chief of Staff, approved the draft <strong>construction of a new 5,000-seat multi-purpose hall<\/strong>. It will be used for conferences and gala dinners, as well as major sporting events and concerts of international renown. At the same time, the government recently signed an agreement with an international chain to renovate the H\u00f4tel Gaw\u00e8ye, which was the very first 5-star hotel in Niamey. Here too, the aim is to achieve international standards within 24 months. There are currently <strong>Five new hotels under construction in Niamey<\/strong>and other projects are under discussion. We are also planning to create a training school for the hotel and tourism trades. And we are in the process of renovating the Seyni Kountch\u00e9 general stadium to host major sporting events such as the African Cup of Nations football tournament.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">When do you plan to open the new multi-purpose hall?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>The project has just been approved, but we have some deadlines to meet. Niger has applied to host the ID4Africa 2025 forum, which will bring together 5,000 people. We have already been selected to host the annual meetings of the African Development Bank in 2027. A total of 4,000 high-profile participants. We are candidates to host the ECOWAS Cultural Festival in 2026, bringing together 10,000 people...<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"467\" src=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2023\/06\/niger-anec-1.jpg\" alt=\"\" class=\"wp-image-150905\" srcset=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2023\/06\/niger-anec-1.jpg 700w, https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2023\/06\/niger-anec-1-300x200-derived.jpg 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">How is ANEC working with foreign partners to establish Niger's MICE reputation internationally?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar -<\/strong> For example, we were in Paris last April for the CIAN 2023 Africa Forum (French Council of Investors in Africa). We also hosted the Europe-Niger Forum in February, bringing together major European investors in Niamey for three days. In conjunction with the coronation ceremony of the King of England, we also organised a forum with British investors, and we also held a China-Niger forum. So there are very good prospects for development.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">How do foreign investors view Niger?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>Investors have been able to see for themselves the reality of Niamey with regard to these events. Of course, we must not forget that the sub-region is part of a security environment that is not simple. Most of our neighbouring countries have security problems with their borders. But we are fortunate that no part of Niger is occupied. Niamey has one of the lowest urban crime rates in the world. We have complete control over <strong>safety issues <\/strong>on the city of Niamey, even if we are well aware that no one is safe today. In fact, several European heads of state and prime ministers have visited Niamey recently, as have the President of the World Bank Group and the US Secretary of State... This also proves that we are a safe country.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-quote\"><blockquote><p>opening up Niger further to make it a prime destination for major international events<\/p><\/blockquote><\/aside>\n\n\n\n<h4 class=\"wp-block-heading\">What destinations in Africa do you see as rivals?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar -<\/strong> I would say that these are the destinations that are ahead of us in the ICCA rankings. They are South Africa, Rwanda, Egypt, Senegal, Tunisia and Ghana. We're primarily targeting those ahead of us, although we know that those behind us will want to progress. Niger was lucky enough to enter this ICCA ranking early, but also unlucky enough to be well placed from the start. That puts us <strong>a lot of pressure<\/strong>. This means that we have to make an effort to at least maintain our ranking. But there is a strong political will, and our secret is also that we are one of the few African countries to have an agency exclusively dedicated to promoting congresses and conferences. This really makes things easier for event organisers. The President of the Republic at the time had the vision to create this agency, and the new President, His Excellency Mohamed BAZOUM, has made it a key part of his programme. Even before he was elected, he made a commitment in his Act 3 renaissance programme to further open up Niger and make it a prime destination for major international events.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Are you satisfied with the new airport's connectivity?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar -<\/strong> First of all, we had to have an airport that met the requirements of the airlines. That's why we invested. Before we built this new hub, services to Niamey were very poor. Flights were not regular enough. Today, 14 airlines serve our destination, compared with ten previously. Above all, the airlines are increasing the number of weekly flights. Air France has gone from three to five flights a week. The aim is to have a daily service. Royal Air Maroc has increased its number of flights to six, and Air C\u00f4t\u00e9 d'Ivoire is now offering a daily service. Turkish Airlines has gone from two to five flights. Our service is improving.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-quote\"><blockquote><p>Our objective is to maintain or even improve customer satisfaction, to reach a level of around sixty international events, and to maintain or even improve our ICCA ranking.<\/p><\/blockquote><\/aside>\n\n\n\n<h4 class=\"wp-block-heading\">What are your objectives for the coming months, or even years, in terms of the number of events or ICCA rankings?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>When ANEC was created in 2020, I set a number of performance indicators. We were aiming to achieve 90% in customer satisfaction by the end of 2022, and had achieved 95 % by 31 December. We had planned to host around thirty events a year by 2023; last year we hosted 52 events. We had planned to enter the ICCA world rankings in 2025, which we did in 2022. We were aiming for 20th place, and we ended up in 7th place. I'm out of luck, because that's putting a lot of pressure on us now! Our objective is to maintain or even improve customer satisfaction, to reach a level of around sixty international events, and to maintain or even improve our ICCA ranking. All this while continuing to build the country's infrastructure, and professionalising the quality of service in hotels and at the airport, in order to reach international standards. With this in mind, I recently sent my teams to spend a week at the Palais des Congr\u00e8s and the Paris Convention Centre. The aim was to see how a major business tourism destination like Paris operates, and to identify areas for improvement.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What are the next events to look out for in your MICE strategy?<\/h4>\n\n\n\n<p><strong>Mohamed Saidil Moctar - <\/strong>Next October, we will be organising the first edition of the <strong>Destination Niger forum<\/strong>. We want to set up an annual meeting where all the key players in the event industry can come together. Our aim is to bring together 500 people, including decision-makers, politicians and event organisers, to spend three days discussing Niger's capacity to host international events. We also want to create a framework for exchanges between African, European and international players.
