Following Dubai's example, this national strategy, announced by Prince Bin Salmane in 2016, aims to limit the country's dependence on oil revenues and turn it into a key hub, a strategic economic centre at the crossroads of the European, African and Asian continents.

Saudi Arabia's ambitions for a new air hub in Riyadh

But Vision 2030 also aims to make Saudi Arabia a major tourist destination. And not just by welcoming more and more pilgrims to its holy sites, but above all by attracting visitors from all over the world to new places. On the shores of the Red Sea, the Red Sea Project will see the emergence of a huge luxury complex in an archipelago of 90 virtually untouched islands. On the north-west coast, a huge marina, Amaala, is planned, also very upmarket. Even more surprisingly, a ski resort, Trojena, is about to be built overlooking the Gulf of Aqaba.

The outskirts of the capital Riyadh are not to be outdone, with the Qiddiya project, a future mecca for entertainment and sport, or Diryah Gate, in a more cultural style. In this case, it is the redevelopment of the historic seat of the Saud dynasty, a city several hundred years old developed around the World Heritage site of At-Turaif. An opera house and a 20,000-seat auditorium, museums and luxury hotels built in the traditional style using terracotta bricks: nothing is too good or too expensive - fifty billion dollars - to make the cradle of the kingdom a world-class cultural destination.

Hegra site, in AlUla.

Hotel Sharaan by Jean Nouvel

The country, which aims to double the number of its UNESCO sites, is also counting on another flagship project, AlUla, the "Saudi Petra. Over the last few months, the major groups have each been announcing plans to extensive expansion programmes. The recent Arabian Travel Market provided an opportunity to demonstrate this, with the signing of memorandums of understanding between the Saudi Arabian Tourism Authority (STA) and IHG on the one hand, and the Hilton group on the other. But Hilton's expansion in Saudi Arabia will involve a wide range of brandsThese include the most luxurious brands such as Waldorf Astoria and LXR, as well as mid-range and budget brands such as Hilton Garden Inn, which will be opening its largest hotel in the world in Mecca, with over 1,500 rooms, and Hampton by Hilton.

Hilton: a Waldorf Astoria in Cairo, numerous projects in Saudi Arabia

For hoteliers, Saudi Arabia has an advantage over its neighbours: its population is close to 35 million, compared with less than 10 million for the United Arab Emirates as a whole. While Riyadh's King Abdullah Financial District, which was launched during the 2008 financial crisis, is no longer quite the white elephant it was a decade ago, with the skyscrapers of this business district starting to emerge from the ground, the Jeddah Tower, on the other hand, has still not been completed. A project launched in 2008 by Prince Alwaleed bin Talal, who has since fallen from grace, the Jeddah Tower, which was supposed to be the world's tallest building at a height of one kilometre, compared with 830 metres for the Burj Khalifa tower in Dubai, is still at the construction stage.
