The European Commission has adopted a series of proposals<\/strong> aimed at improving the traveller experience by strengthening their rights. The new rules will build on the lessons learned from, among others, the recent experiences of the Covid-19 crisis and the bankruptcy of the Thomas Cook travel group in 2019, which had a major impact on both travellers and the travel market.<\/p>\r\n\r\n\r\n\r\n

The proposals aim to provide a better framework for refund rules in the case of flights or multimodal trips booked through an intermediary.<\/strong> They will help to better protect passengers in the event of cancellation. They will also improve the flow of journeys, particularly those involving different modes of transport. Passengers will have access to direct assistance and better real-time information, for example on delays and cancellations.<\/p>\r\n\r\n\r\n\r\n

The proposals adopted on 29 November concern 3 aspects:<\/p>\r\n\r\n\r\n\r\n

1. Strengthening passenger rights<\/h4>\r\n\r\n\r\n\r\n

People travelling by plane, train, boat or bus already benefit from some of the most comprehensive protection in the world, thanks to the EU passenger rights<\/a>. They are entitled, for example, to re-routing, reimbursement, compensation and\/or assistance (depending on the circumstances) in the event of traffic disruption.<\/p>\r\n\r\n\r\n\r\n

Nonetheless, some gaps remain in the current rules. Shortcomings in implementation and effective application prevent passengers from benefiting fully from these rights.<\/strong>. The proposal by revision of rights regulations<\/strong> passengers<\/strong><\/a> addresses these issues by strengthening enforcement mechanisms and introducing rules for air passengers who have booked their flights through an intermediary, including refunds.<\/p>\r\n\r\n\r\n\r\n

A proposal on passenger rights in multimodal travel also sets out, for the first time, new rules to protect passengers using different means of transport<\/strong>These include buses, trains and aeroplanes on a single journey.<\/p>\r\n\r\n\r\n\r\n

Passengers will benefit from enhanced information rights before and during their journeys<\/strong>. This includes the minimum connection times between the different transport services. In addition, when they have purchased the multimodal journey as part of a single transport contract, they will receive assistance from the carrier in the event of a missed connection<\/strong>.<\/p>\r\n\r\n\r\n\r\n
