{"id":182633,"date":"2024-10-03T12:45:17","date_gmt":"2024-10-03T10:45:17","guid":{"rendered":"https:\/\/www.voyages-d-affaires.com\/?p=182633"},"modified":"2024-10-14T14:10:25","modified_gmt":"2024-10-14T12:10:25","slug":"air-tax-increase-france","status":"publish","type":"post","link":"https:\/\/www.voyages-d-affaires.com\/en\/air-tax-increase-france","title":{"rendered":"New government, new increase in air taxes?"},"content":{"rendered":"<p>Airline circles are once again up in arms about an idea launched by the new <strong>Michel Barnier's government<\/strong> to reduce France's abysmal deficit: <strong>increase taxes on air transport<\/strong>. There's nothing original about this idea, which often appears to be an easy way of getting money into the state coffers. Without really understanding what is at stake in overtaxing air transport, the victim of atonement in the name of the environment and social justice. In the minds of many officials, <strong>air travel is still considered a luxury, or at the very least, superfluous<\/strong>&#8230;<\/p>\n\n\n\n<p><strong>ACI Europe<\/strong> which brings together European airports, and <strong>Association of Airlines A4E<\/strong> (Airlines for Europe) have expressed their dismay at this potential measure.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-link-block\"><p><a href=\"https:\/\/www.voyages-d-affaires.com\/en\/fnam-uaf-nouvelle-taxe-aerienne-20241014.html\/\" data-id=\"183169\">New air tax: \"the government is in the red, and it's driving us there\".<\/a><\/p><\/aside>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-une-mesure-contre-productive\">A counter-productive measure<\/h2>\n\n\n\n<p>A4E and ACI Europe are therefore urging the French government to reconsider these plans, which do not appear to be based on a thorough analysis of the economic impact. The two institutions put forward the following arguments:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The significant damage that these tax increases would inflict. Beyond the airline industry itself, <strong>a <a href=\"https:\/\/www.voyages-d-affaires.com\/en\/taxe-verte-aeroports-france-20230928.html\/\">tax increase<\/a> weaken the competitive position and appeal of France as a destination<\/strong>This has repercussions for the national economy and therefore for its citizens.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Obstacles<\/strong> that these tax increases will create <strong>for the effective decarbonisation of aviation<\/strong> by reducing the sector's ability to finance the corresponding investments.<\/li>\n<\/ul>\n\n\n\n<aside class=\"wp-block-varenne-quote\"><blockquote><p>The French government would de facto be choosing fast money over sustainable economic competitiveness<\/p><cite>Olivier Jankovec, Managing Director of ACI Europe<\/cite><\/blockquote><\/aside>\n\n\n\n<p>This is underlined in particular by <strong>Olivier Jankovec, Managing Director of ACI Europe<\/strong>. \" <em>The increase in aviation taxes is the epitome of short-term thinking in politics. If confirmed, <strong>this new plan would unintentionally weaken the competitiveness of French aviation<\/strong>This would penalise citizens and reduce the sector's economic contribution.<strong> Each 10 % increase in direct connectivity leads to a 0.5 % increase in GDP per capita<\/strong>. The French government would de facto be opting for fast money at the expense of sustainable economic competitiveness.<\/em>\" .<\/p>\n\n\n\n<p>Olivier Jankovec continued: \"\u00a0<em>This plan is all the more worrying given that the aviation sector is in the process of transforming itself in order to achieve ambitious net zero emissions targets. The recent Draghi report acknowledges that European aviation will need \u20ac61 billion each year to achieve this.<\/em>\" .<\/p>\n\n\n\n<p><p>It echoes <strong>Ourania Georgoutsakou, Managing Director of A4E<\/strong>: \" <em>This proposal to increase taxes on French aviation would be counter-productive. Diverting resources from the industry by increasing taxes ultimately means <strong>less investment in crucial decarbonisation measures<\/strong><\/em> \".<\/p>\n<p>However, according to the daily Le Monde, the government has already decided on the increase. <strong>This would target the international solidarity tax.<\/strong>. Le Monde even suggests that the tax will rise from \u20ac60 to \u20ac200 for long-haul flights in business class and from \u20ac7.50 to \u20ac60 in long-haul economy class. As for business flights, each passenger on a long-haul flight would have to pay a tax of \u20ac3,000.<\/p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-reduction-ou-suppression-de-taxes-en-europe\">Reducing or abolishing taxes in Europe<\/h2>\n\n\n\n<p>Before making any decisions, the French government should take a look at what is happening in neighbouring countries. Even in countries where environmental awareness is much higher than in France, many governments have finally reduced aviation taxes, or even abolished them. Ireland, for example, abolished all ticket taxes in 2014. Then came Austria, which halved its tax on air travel in 2018. Italy also reduced its ticket tax in 2016.<\/p>\n\n\n\n<p>The position of <strong>Sweden<\/strong>which has decided to<strong>abolish aviation tax from 1 July 2025<\/strong>. After analysing the effects of this tax, the Swedish government took the view that aviation taxes do nothing to promote sustainable aviation and in fact only harm economic growth, tourism and employment.<\/p>\n\n\n\n<p>Four years after the release of Covid, <strong>passenger traffic in Sweden remains more than 20% below its 2019 performance<\/strong>. The abolition of this tax will therefore boost air traffic. <strong>Ryanair has already announced the opening of around ten new<\/strong> <strong>lines<\/strong> by basing two aircraft, one in Stockholm and the other in Gothenburg. This will result, for example, in the launch of a route <strong>Marseille-Stockholm<\/strong>&#8230;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"519\" src=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2024\/10\/aeroport-de-dusseldorf.jpg\" alt=\"\" class=\"wp-image-182673\" srcset=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2024\/10\/aeroport-de-dusseldorf.jpg 720w, https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2024\/10\/aeroport-de-dusseldorf-300x216-derived.jpg 300w, https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2024\/10\/aeroport-de-dusseldorf-324x235-derived.jpg 324w\" sizes=\"auto, (max-width: 720px) 100vw, 720px\" \/><figcaption class=\"wp-element-caption\"><em>D\u00fcsseldorf airport has lost 80% of its intercontinental flights compared to 2019 with the rise in air taxes (Photo Luc Citrinot)<\/em><\/figcaption><\/figure><\/div>\n\n\n<h2 class=\"wp-block-heading\" id=\"h-le-contre-exemple-allemand\">The German counter-example<\/h2>\n\n\n\n<p>On the other hand, soaring air taxes in Germany are having an increasing impact on air travel. <strong>The doubling of these taxes since 2021 means that a flight to Germany is less and less profitable.<\/strong>.<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.voyages-d-affaires.com\/en\/hausse-taxes-aviation-allemagne-20240502.html\/\"><strong>BDL - Federal Air Transport Association<\/strong><\/a>A flight to another European country with a 180-seat Airbus A320neo medium-haul aircraft with a load factor of 85% costs between <strong>4,000 and 4,400 euros<\/strong>. Against approx. <strong>660 euros in Barcelona<\/strong> and about <strong>2,200 euros in Rome<\/strong>. The increase in the air security tax next January will add a further \u20ac5 to the price of the ticket.<\/p>\n\n\n\n<p>BDL points out that the difference in costs between Germany and the rest of Europe is forcing major European airlines such as Easyjet, Eurowings and Wizz Air to use aircraft based outside Germany.<\/p>\n\n\n\n<p>Consequences for passengers: <strong>the closure of many air routes, which is increasingly handicapping businesses<\/strong>. As a result, Lufthansa has stopped serving many domestic and European routes - with no real alternative by rail or car. Not to mention the haemorrhaging of airlines from airports such as <strong>D\u00fcsseldorf, Hamburg<\/strong> or <strong>Stuttgart<\/strong>yet at the heart of powerful economic regions.<\/p>\n\n\n\n<p><p>At the end of August 2024, <strong>the total number of passengers<\/strong> year-to-date at German airports, <strong>was still more than 16% lower than the 2019 figures<\/strong>. This compares with an average increase of 16% across Europe.
