It must be said that the plan under consideration involves... considerable sums. <em>This is the most ambitious investment plan ever made at <strong>Paris<\/strong>representing \u20ac8.2 billion over the period, to enable a competitive boost for Parisian airports, major infrastructure for the country's attractiveness and economy<\/em> \u00bb, assumes Philippe Pascal, CEO of the ADP Group.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-link-block\"><p><a href=\"https:\/\/www.voyages-d-affaires.com\/en\/adp-plan-to-modernise-paris-cdg\/\" data-id=\"213089\">ADP: an \u20ac8.4 billion plan to modernise Paris CDG and Orly<\/a><\/p><\/aside>\n\n\n\n<p>Following a major six-month period of discussion \u2013 the initial proposal was unveiled on 10 December 2025 \u2013 the State and Groupe ADP have therefore agreed on an economic regulation contract project for the 2027-2034 period. In the meantime, discussions with the ministry and airlines have clearly allowed for&nbsp;<em>strengthen industrial and economic robustness&nbsp;<\/em>&quot; according to ADP Group management. And the investment initially planned (8.4 billion) has been revised slightly downwards, in contrast to the traffic growth forecast, which has risen from 1.6 % to 1.9 % per annum on average for 2026\u20132034, despite geopolitical tensions. Ultimately, a major milestone has therefore just been reached, which could lead to implementation as early as 1<sup>er<\/sup> next January.<\/p>\n\n\n\n<p>Overall, the original project is therefore being retained. This begins with its eight-year duration, which will be divided into three successive phases. The first phase, covering the period 2027\u20132030, will focus on improving the flow of passenger journeys. In particular, this will involve addressing a well-known pain point for business travellers by increasing capacity at border crossings through the modernisation of security checks, as well as adapting infrastructure to meet new regulatory standards. The next phase, between 2030 and 2032, will involve expanding and optimising existing infrastructure. The aim is to increase capacity and operational efficiency, whether in check-in areas, security screening or baggage handling. The same applies to the departure lounges, which, once refurbished, will offer increased capacity. Orly Airport will be particularly affected, with a new building (10,000 m\u00b2) between Terminals 1A and 1B designed to house a state-of-the-art security screening area.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"650\" height=\"366\" src=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2025\/12\/cdg-2034.jpg\" alt=\"ADP\" class=\"wp-image-213105\" srcset=\"https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2025\/12\/cdg-2034.jpg 650w, https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2025\/12\/cdg-2034-300x169-derived.jpg 300w, https:\/\/www.voyages-d-affaires.com\/wp-content\/uploads\/2025\/12\/cdg-2034-18x10-derived.jpg 18w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><figcaption class=\"wp-element-caption\"><em>Source : ADP<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>In line with the initial plan, Groupe ADP will increase boarding at the gate, notably with a new international satellite (28,000 m\u00b2), expected by 2030 and adjacent to Terminal 2E at Paris CDG. By the same deadline, Terminal 3 will be densified, saving travellers the bus journey with 6 aircraft stands accessible on foot.<\/p>\n\n\n\n<p>Finally, between 2032 and 2034, ADP intends to progressively develop new capacities and strengthen intermodality. A new international satellite is also expected by 2034, which will replace terminal 2G, and will be served by the internal Lisa metro after an extension from a station shared between terminals 2E and 2F.<\/p>\n\n\n\n<p>These are all improvements that business travellers are sure to welcome, even if this ambitious revamp will come at a cost. They can reasonably expect airport charges to rise more sharply, which may have an impact on ticket prices. Nevertheless, when it comes to charges, two developments have gone almost unnoticed. Firstly, there is good news for passengers transferring at Roissy: the reduction in the passenger charge applicable to them is increasing from 40 % to 60 %, a measure that directly benefits the Air France hub and its transit passengers. Furthermore, the ADP Group is abandoning the bonus-malus mechanism linked to emissions and the use of sustainable fuels, despite having presented it as a key selling point of its initial proposal last December.<\/p>\n\n\n\n<aside class=\"wp-block-varenne-quote\"><blockquote><p><em>We are now confidently approaching the next regulatory steps, with the unchanged objective of the contract coming into effect on 1 January 2027.<\/em>&nbsp;<\/p><cite>Philippe Pascal, CEO of the ADP Group<\/cite><\/blockquote><\/aside>\n\n\n\n<p>\"&nbsp;<em>The agreement reached between the State and the ADP Group marks a major step towards the implementation of the future economic regulation contract for Parisian airports.<\/em>&nbsp;\u00ab says Philippe Pascal, CEO of the ADP group. \u00ab&nbsp;<em>It is the result of extensive work carried out with all stakeholders \u2013 including negotiations with the Ministry responsible for Civil Aviation, dialogue with the airlines and in-depth technical discussions with the regulator \u2013 and which strikes a balance between investment, competitiveness and a fair return on invested capital, averaging 5.8% over the term of the contract.
