All suppliers - hoteliers, airlines, railways, car hire companies - are trying to seduce travellers by offering additional options. It is, of course, in the airline sector that the trend is most marked. On average, according to research firm IdeaWorksCompany, each passenger now spends 15.50 euros per journey on these additional or "ancillary" costs. After initially denouncing this fragmentation of the offer initiated by the low-cost airlines, the traditional carriers have in turn rallied behind the slogan: "The new low-cost airlines".only pay for what you need". In these difficult times for the airline industry, it was indeed difficult to snub a financial windfall estimated at 35 billion euros in 2014, up 21 % over one year. The major airlines were quick to catch up, with their ancillary revenues now even higher than those of low-cost carriers, according to IdeaWorks.

Productivity gains

Among the options favoured by passengers are baggage check-in, priority boarding, food on board and, gradually, access to WiFi. Far from being satiated, these passengers are on the whole quite keen on these additional services. Better still, they want more, as shown by a study published at the end of July 2015 by FlightView. One passenger in two would be prepared to pay more for new premium services on board, particularly for access to a high-speed internet connection enabling passengers to watch streaming videos (64 %), but also for a socket integrated into the seat (50 %), the possibility of sending text messages (31 %) or even priority disembarkation from the aircraft (22 %). This appetite for 'little extras' is very much to be welcomed by carriers, who are now vying with each other in their creativity to come up with new services designed to enhance the passenger experience, in return for a fee.

This phenomenon has not escaped the attention of companies, who are ultimately having to pay ever-increasing supplements. Travel managers even consider ancillary costs to be one of the three trends having the greatest impact on business travel, along with mobile technologies and big data, according to CWT's "Faster, smarter, better..." study. Despite these additional costs, travel managers nonetheless look favourably on these extras, which improve business traveller satisfaction in 75 % of cases, as well as their productivity (52 %) and their ability to do business (48 %), again according to CWT. A traveller with a WiFi connection will find it easier to make progress on his or her files, while a seat at the front of the train will save precious minutes on arrival. So would companies be happy to pay these ever-increasing extra costs? Perhaps, especially as these options can help to sell the idea of switching from business to economy class...

But travel managers still need to be able to track these expenses and keep control of them. And that's the challenge facing the retail sector, where the rules of the game are changing radically. The GDSs, at the heart of the system thanks to their technological reservation solutions, are constantly challenged by the multitude of new tariffs that need to be integrated and then updated. Faced with these constant changes, their objective is simple: to give the company access to as many options as possible when booking via a business travel agency (TMC), or risk losing track of these expenses.

Redistribution of the cards

Ironically, the latest ancillary charge invented by an airline relates specifically to... bookings made via a GDS. This summer, the Lufthansa group unveiled an additional charge of €16 to offset the operating costs imposed by these global distribution systems. This "GDS tax" is also aimed above all at developing direct sales via each airline's own website. At the same time, the Lufthansa Group's carriers should be expanding their additional services. "In future, the airlines in the Lufthansa Group will offer a more flexible and modular range of services, with fare options and additional personalised services."warns the German carrier, invoking the principle of "fares adapted to demand".

The Association française des travel managers (AFTM), which was quick to express its "astonishment" at this initiative, points out that "most companies' travel policies reject this booking method in favour of GDSs for security reasons linked to traveller tracking". Travel agents are also up in arms about this directive. At the end of July, the Association of European Travel Agents and Tour Operators (Ectaa) lodged a complaint with the European Commission. However, this did not bring any immediate results, since Lufthansa's new pricing policy came into force on September 1.

The future of ancillary costs

While creating controversy, Lufthansa may have given ideas to other airlines, which could follow in its footsteps... Unless another subject, whose shadow has been hanging over the airline sector for several years, comes along to put everything back on an even keel. NDC: these three letters, initials of "New Distribution Capability", are supposed to embody the future of the airline industry in general and ancillary costs in particular. That, at least, is the ambition of the International Air Transport Association (IATA), which has developed this new standard to simplify the distribution of additional offers.

In concrete terms, this new standard, based on the imposition of the same computer language, XML, should enable airlines to publish their fares both within the GDSs and on their own websites. This standardisation should also enable companies to better control their expenditure, including when negotiating flight schedules.

At least that's what Yanik Hoyles had to say. The Director of the NDC programme at the International Air Transport Association, who was in Paris for an afterwork organised by the Global Business Travel Association France, continued the association's educational efforts: "This new standard is not mandatory, but it will enable companies to make their entire range available to indirect distribution. After that, they can use it as they see fit.". The history of the New Distribution Capability has yet to be written. In any case, it offers a new common language for the various stakeholders involved in imagining what tomorrow's business travel will be like.

Additional charges allow travellers to improve the comfort of their journeys by opting for à la carte services.
