But even if there's still a touch of madness in the air, it's all over. Because in 2015, it's the young wolves in sweatshirts and Bermuda shorts who have invested millions of dollars in the Victorian houses backing onto the hill. Since the early 2000s, the effervescence of new technologies has changed the social profile of the city. From 776,000 inhabitants within the city walls in 2000, San Francisco has grown to almost 850,000 today. The high-tech sector is in constant demand for new brains. It is estimated that 45,700 executive jobs were created in the region in 2014 and almost 33,500 in 2015, with salaries continuing to rise. As a result, under pressure from ever-rising rents, San Francisco's middle classes have fled to Oakland, to the east of the bay, a significantly cheaper suburb linked to the city by the Bart (Bay Area Rapid Transit).<\/p>\n<p>San Francisco has changed a lot in the last ten years. From hippies to hipsters, from marijuana to new technologies, there's a common thread that goes back long before the rise of Silicon Valley or the famous 1967 summer of love: the gold rush. It was in the 1850s that a small town sprang up on the shores of the Pacific, spurred on by prospectors who were afraid of nothing, especially not risk. That's how Golden Gate City became a financial centre with an innovative spirit.<\/p>\n<p>This spirit still marks her. But the world is changing, and so is its conception of society. That's why, in the mid-twentieth century, this impetuousness no longer consisted of rolling up one's sleeves to shake one's sieve, but of defending freedoms, all individual freedoms. This is undoubtedly one of the reasons why so many homeless people roam the streets of the city centre today. Tolerance here is almost limitless, and if you look closely, there are very few passers-by who don't offer a coin or a word of kindness to those who remain on the sidelines of the city's growing Raphael, Director of the Environment Department at the Town Hall. <em>That's why the city has set itself the crazy and courageous goal of 'zero waste', which involves recycling, reusing and composting everything... In short, San Francisco has become a kind of laboratory, in terms of both technology and ecology.<\/em>\"<\/p>\n<p>A pilot city in many respects, San Francisco also feels it has the right to experiment, make mistakes and start again. Of course, other megacities - Seattle, Vancouver, Sydney and Stockholm - have set themselves similar ecological objectives. \"<em>But the proximity of many start-ups and major universities such as Stanford and Berkeley opens up opportunities for us.<\/em>enthuses Deborah O. Raphael. <em>Our aim, unlike other cities, is not to reuse waste to make energy, but to turn it into new products, to create a circular economy.<\/em>\"<\/p>\n<p>Composting has become one of San Franciscans' new obsessions. Everyone has their own green bin, especially as recent studies have confirmed that using food scraps as a natural fertiliser has beneficial effects on the atmosphere. By capturing carbon dioxide, it boosts agricultural production, with the region's many vineyards, from Sonoma to Napa Valley, being the prime beneficiaries.<\/p>\n<p>With the influx of newcomers attracted by the Eldorado of the West Coast, the need to take measures and train everyone in the delicate art of sorting their waste - blue for recyclables (cardboard, paper, plastic and glass), green for organic waste and black for everything else - is all the greater. This challenge falls to the city's environmental services, founded in 1997, and to Ed Lee, San Francisco's mayor since 2012, with the onerous task of ensuring that the 2009 law making it compulsory to recycle household waste is strictly applied. \"<em>99 % of San Franciscans take part, and every two years we train 'ambassadors', a hundred or so people often in social transition, whose role is to raise awareness and educate the population.<\/em>\"says Deborah O. Raphael. Of course, social networks play a fundamental role in relaying messages, as in the case of the recent #Sfthingtodo campaign in favour of recycling.<\/p>\n<p>&nbsp;<\/p>\n<p>As a result, the 'zero waste' target set for 2020 has already been achieved at 80 %. Even if the population boom, which has resulted in a large number of new offices and homes - and consequently a lot of waste - is currently slowing progress. Alexa Kielty, a recycling specialist, is focusing all her efforts on textiles: \"<em>every seven minutes, San Franciscans throw away almost 300 kg of old clothes or curtains - the equivalent of a 2.5 metre pile of rubbish<\/em>\"she laments. Textiles are one of the most difficult materials to recycle. To counter this problem, the city has installed around a hundred \"I Collect\" boxes, particularly in busy shops such as H&amp;M and Forever 21. Some of the clothes collected are sent to the San Francisco State Fashion Institute to give students something to create, while the rest are distributed to charities. Cotton, particularly from jeans, is reduced to very fine particles which are then used to manufacture a new type of insulation for green buildings. Robert Reed, project manager for Recology, the private company that has been in charge of waste treatment in San Francisco since 1921, is keeping a close eye on things: \"<em>We work hand in hand with Roubaix, a pioneer in the field of textile recycling.<\/em>\"he confides. Among the other initiatives launched by Recology, some of which are not new, the Art Program has just celebrated its 25th anniversary. Each is given a studio and the right to move freely among the heaps of rubbish in search of the materials they will use in their next works. \"<em>The openings attract up to 1,000 people and have become a veritable institution in the city,<\/em> says Debbie Munk, Manager of the Artist in Residence Program, Environmental Learning Center Recology. <em>For the last 25 years, we have kept three works by each artist, with the rest being shown in the country's best galleries and museums.<\/em>\"Chris Sollars, one of the residents for the summer of 2015, has made some great finds that he has transformed into extravagant costumes that he uses in his zany videos. Among other things, he has used gardening gloves to create a gigantic wreath of laurels in a beautiful shade of blue: no doubt a respectful tribute to the boldness of his
