Near the Rheinbrücke, a bronze statue sits on the banks of the Rhine. It represents Helvetia, the allegorical figure of Switzerland. At her feet is a suitcase, while her gaze turns away from the Confederation, scanning the horizon towards France and Germany. Does this symbolise a desire to leave the city of Rhineland? Of course not! Because Basel is a real magnet for the entire Upper Rhine region. Its unemployment rate is stuck at 3.5 % and its GDP per capita is the envy of its prosperous neighbours in Alsace and Baden-Württemberg. In 2014, Basel's annual GDP per capita averaged €150,000, compared with €63,500 for the rest of Switzerland and €30,000 for Alsace and €41,000 for Baden-Württemberg. Thanks to its attractiveness, the city is a cosmopolitan place, with 165 nationalities living within its walls, plus the tide of cross-border commuters who come to work here every day. That's nearly 35,000 people, the equivalent of 20 % of the canton's working population.

On the fringes of Switzerland, at the extreme north-western tip of the country, Basel has a discreet but solid opulence. Its economy is based on several cutting-edge sectors: chemicals, pharmaceuticals and biotech, finance/insurance and logistics. Ten major multinationals are headquartered in Basel - Novartis and Roche laboratories, Helvetia and La Bâloise insurance companies, and UBS Union des Banques Suisses to name but a few - a remarkable number for a conurbation of just 190,000 inhabitants. Basel also has global resonance, as it is home to the headquarters of the Bank for International Settlements, a kind of watchdog of the world banking system, a 'bank of banks'.

This makes Basel the economic powerhouse of an entire region with a population of 700,000, bordering on Freiburg im Breisgau in Germany and Belfort and Mulhouse in France. This tri-national reality is a real asset, as it gives Basel an economic flexibility that no other city in Switzerland can boast, with the possible exception of Geneva. The particularly high cost of living is compensated for by cross-border locations.

Aeschenplatz

BioValley, Basel's life sciences pool, is an excellent example of this, pooling the resources of nearly 170 institutes and universities in the wider region. The cluster employs 28,000 people, five times as many as in Zurich or Geneva.

Chambers of commerce and public authorities across the region cooperate in a wide range of areas, from culture to the development of urban transport and infrastructure. In this area, the Basel-Mulhouse-Freiburg Euroairport is the most visible example of active cooperation between the three countries. This cooperation dates back to 1949, following an agreement between Switzerland and France. A Board of Directors made up of eight French and Swiss members and German advisory members oversee this unique airport, which has a border right inside its terminal!

Trade is vital to the region. The Rhine port of Basel - Switzerland's only port! - alone absorbs more than 10% of the country's imports, with six million tonnes of goods a year. This position as a hub benefits business tourism, particularly at trade fairs, a key economic driver for Basel. Every year, the major trade fairs and conferences inject some two billion Swiss francs - or €1.8 billion - into the local economy, half of which is generated by the Basel World and Art Basel events alone.

The world's largest art fair, Art Basel celebrates its 46th anniversary this June and attracts almost 100,000 visitors, with the local hotel trade selling out for the occasion. The popularity of Art Basel has also enabled the event to be exported around the world, to Miami in the Americas and to Hong Kong, with Art Basel Hong Kong being the largest art fair in Asia.

The banks of the Rhine

Perhaps that's the real secret of Basel's influence around the world: culture. It's an influence that often goes unmentioned, but is very much present. Did you know, for example, that the Tate Gallery in London, the ElbPhilharmonie in Hamburg and the Olympic Stadium in Beijing are all the work of one of Europe's leading architectural practices, Herzog and de Meuron, two Baselers who still live in the Rhineland city? As for the Fondation Beyeler and the Kunstmuseum - Europe's oldest public art museum, which reopened its doors last April - these two institutions are now benchmarks on a European, if not global, scale. The Basel spirit is now recognised the world over.

ART IN THE MUSEUM

Museum Tinguely

The financial windfall from the chemical industry has certainly helped to make Basel one of the most important centres for the arts. With around forty museums, the city has the highest density of cultural institutions per capita in Switzerland. Opened in 1661, the Kunstmuseum, Europe's oldest art collection, reopened in April following its expansion, and houses almost 4,000 paintings, sculptures and installations. Another major institution is the Fondation Beyeler. In addition to its permanent collection, housed in a building designed by Renzo Piano, the Fondation Beyeler attracts visitors from all over the world with its three annual exhibitions.

BASEL IN FIGURES

Annual GDP per capita in Basel and its region

65,5 %

That's how many business travellers stay in Basel hotels. The powerful private bank, whose headquarters are split between Zurich and Basel, has for several years been publishing an index that is closely scrutinised by the media and the country's economic players. Its "Cantonal Competitiveness Index" (CCI) gives good and bad points to the 26 cantons of the Swiss Confederation. The UBS works on 50 variables, which are weighted and aggregated to give an average cantonal value of between 0 and 100. The higher a canton's ICC, the more competitive it is compared with the others.

These 50 variables were used to define eight pillars of competitiveness: economic structure, innovation, human capital, the labour market, the catchment area (i.e. the time it takes to reach a given economic zone), the operating cost environment and public finances. Basel is in fact in the top three of Switzerland's most competitive cantons, just behind Zug and Zurich. While Zug scored 100 out of 100 - hard to beat! -Zurich scored 96.5 and Basel-City 88.4. By comparison, Geneva's competitiveness index is 'only' 70.4. Of the eight pillars identified by the UBS, Basel-Stadt excels in many areas, the most important being its ranking as the most innovative canton in Switzerland, a title that takes into account factors such as the number of scientists and research units, spending on research and development, the number of patents and the quality of education. Basel scored 100 out of 100, well ahead of the canton of Vaud, in second place with a score of 76, and Neuchâtel with a score of 74. But the canton also scored 100 for its highly diversified economic structure, its accessibility (i.e. speed of access to the city's main facilities, such as the airport and universities) and 97 out of 100 for human capital and training. The only problem with the Rhineland city is that it is far too expensive to locate here. A weakness that is readily acknowledged in business circles. Being Switzerland's richest city per head of population comes at a price, it would seem!

Address book

French Consulate, Signaustrasse 1, 8008 Zurich - Phone: +41 44 268 85 85 - Email: admin-francais.zurich-fslt@diplomatie.gouv.fr - Internet : https://zurich.consulfrance.org/Coordonnees-et-horaires-d-ouverture

BaselArea, Basel Economic Development Agency, Aeschenvorstadt 36, 4010 Basel - Tel: +41 61 296 5000- Email: info@baselarea.ch - Internet : www.baselarea.ch

Business France in Switzerland, Pfingstweidstrasse 60, 8005 Zurich - Tel: +41 44 279 1550 - Email : zurich@businessfrance.fr - Internet: www.businessfrance.fr

Grand Hôtel Les Trois RoisBlumenrain 8, 4001 Basel - Tel: +41 61 260 5050 - Internet : www.lestroisrois.com

Pullman Basel Europe, Clarastrasse 43, 4051 Basel - Tel: +41 61 690 8080 - Internet: www.pullman-basel-europa.com

Nomad Design Hotel, Brunngässlein 8, 4052 Basel - Tel. +41 61 690 91 60 - Internet : www.nomad.ch

Ibis Basel Bahnhof, Margarethenstrasse 35, 4052 Basel - Tel. +41 61 201 07 07 - Internet : www.ibis.com

Cheval Blanc, Hotel les Trois Rois - three Michelin stars - Tel: +41 61 260 50 07 - internet : www.lestroisrois.com - Stucki, Bruderholzallee 42 - regional cuisine - phone +41 61 361 82 22 - internet : www.stuckibasel.ch

Bar Rouge, Messeplatz 10 - the highest bar in Switzerland at 105 m! - Tel: +41 61 361 30 31- internet : www.barrouge.ch

Bordering France and Germany, Switzerland's most marginal city is also one of the best performers.
