Systematically testing departing passengers is not a decision that IATA is taking lightly, according to Alexandre de Juniac, Director General of the International Air Transport Association. " We are asking that all international travellers be systematically tested before departure. Such a measure should enable governments to open borders safely and without quarantine. And it will give passengers the certainty that they can travel without having to worry about some last-minute change in government rules ruining their trip, "explains IATA's Director General.

Systematic tests with rapid results

" Integrating systematic testing into the travel process will present new logistical challenges, as it will have an impact on the way people travel" adds Alexandre de Juniac. An essential element will be the marketing of tests that are not only reliable, but also fast and accurate. These tests should also be easy to use and not prohibitively expensive.

At present, most countries use PCR tests. While these are highly reliable, the slowness of the results remains a handicap. In France, for example, results take a minimum of 48 to 72 hours. Yet many countries require covid-negative tests in less than 48 hours. An impossible equation for many business travellers.

"We believe that the alternative to quarantine is a systematic 100% test of all travellers before departure." Alexandre de Juniac,
Director General of IATA

The ease and speed of future new tests could enable people outside the medical profession to use them effectively. According to Alexandre de Juniac, another issue that needs to be resolved is that of governments and health authorities, who need to get their act together. agree on common standards to ensure that tests administered in the country of departure are accepted on arrival.

According to the Director General of IATA, the systematic quarantine of passengers continues to plague the recovery of aviation activity. " Since the cautious reopening of the borders in June, the results have been dismally disappointing. In July, international travel only reached 8 % their level of the previous year. There were few signs of an improvement in August" says Alexandre de Juniac. " The summer travel season therefore failed to provide a real rebound for the sector. It is now difficult to envisage a major increase in business travel in the context of a second wave of infections." he adds.

83% passengers refuse to travel with mandatory quarantine

La quarantine appears to be the most disruptive factor for travellers. In a recent study of eleven markets, 83 % of travellers said they would not travel if there was a risk of quarantine at their destination. " We therefore believe that the alternative to quarantine is systematic testing with 100% of all travellers before departure. It will assure passengers that everyone on board the aircraft is healthy. The same survey reveals that this is what passengers will accept. 84% agree that tests should be required of all travellers. 88% of them have already agreed to undergo a test as part of a trip." underlines IATA's Director General.

IATA has therefore put in place a strategy based on three key points:

cooperation with airports and other partners on how to include systematic testing in the travel process. IATA believes that the industry will have to be creative in finding solutions. This was already the case when new security standards were integrated into the pass. The association is going to study existing protocols in the context of travel "bubbles" or "corridors" set up by certain governments.

availability The speed at which testing capabilities are being enhanced by technology. IATA indicates that new options should be deployed in the coming weeks. The association's support for rapid and reliable testing should help accelerate this development.

global standards : The tests will only make sense if the results obtained at the outset are accepted on arrival. This is where the leadership of ICAO (International Civil Aviation Organization) comes into its own.)The support of governments, health authorities, the WHO and industry will be essential in creating a global standard. " We propose that governments set test standards through the ICAO." said Alexandre de Juniac.

Time remains an essential factor in the success of the tests. As is the introduction of new practices for testing passengers. The very survival of air transport is at stake.

To restore a certain degree of normality to air transport, IATA is calling for a rapid solution that
