To get a clearer idea of the characteristics of a public sector invitation to tender, here is the example of a recent national consultation by INRA (Institut national de la recherche agronomique), initiated by Epsa, for the implementation of two main categories of payment solutions.

On the one hand, business cards for the payment of professional expenses of persons designated by this public entity: employees belonging to research units and departments located both in mainland France and in French overseas departments and territories.

In addition, there is a card that can be used to pay for tickets purchased from travel agencies and airlines of INRA's 21 regional centres.

Fixed at one year, the duration of the contract is renewable twice for the same duration, up to a maximum of three years.

In this consultation, the aim was to supply between 250 and 1000 business cards as well as accommodation cards for INRA's 21 regional centres. However, the number of accommodation cards is set to fall, as Inra will eventually be dealing with just one travel agency. Including some 50,000 SNCF transactions, its travel budget amounts to €6 million a year for air tickets alone.
