The conditions for obtaining the licence are limited to a stay not exceeding 15 days and for business, tourism, family visits and transit purposes. The measure announced on 24 November will take effect from 1 December 2023. and will be valid until 30 November 2024. It is, however, temporary, according to the Ministry of Foreign Affairs in Beijing. It follows a a series of measures taken since spring 2023 to simplify the formalities for entering the country.

In addition, the China has extended its visa-free transit policy to Norwegian citizens for a stay of 72 or 144 hours (depending on destination). Nationals of 54 countries are exempt from visa requirements for a transit period of 72 or 144 hours when travelling to a third country. The measure applies to citizens of Belgium, Luxembourg and Switzerland.
